Abstract:
This guide has been prepared as a capacity-building tool for governments (Ministries of Labour, but also Finance, Planning, Economy, and others), trade unions, employers' organisations, ILO technical staff and a variety of national stakeholders who are engaged in the formulation and implementation of national employment policies (NEPs). This guide provides a clear and value-based framework in which to develop NEPs adapted to local contexts and conditions.
