This Circular contains the proceedings of the Fourth National High-Occupancy Vehicle (HOV) Facilities Conference, held on April 10-12, 1990, in Washington, D.C. The conference was conducted by the Transportation Research Board, National Research Council and the Metropolitan Washington Council of Governments in cooperation with the Federal Highway Administration and the Urban Mass Transportation Administration.
