The report provides: A review of the available literature and experiences of public agencies with current methods for predicting the demand for HOV lanes; the recommended new methodology for predicting the demand for HOV lanes; and the data on existing HOV lane projects in the United States that was used to calibrate and validate the new HOV lane demand estimation technology.
